Situation
Comprehensive Primary Care (CPC), a subsidiary of CareFirst, sought to consolidate three existing facilities into a single, centrally located space while expanding operations. Their goal was to create a ground-floor facility with 30+ exam rooms, office space, and providers from the three locations. Key priorities included minimizing redundancy, improving patient access, and lowering costs.
After the Rockville project, CPC partnered with Stream to manage its entire portfolio, expanding by opening all new facilities annually. These projects required streamlined prototypes with 8-10 exam rooms and strategic site selection in areas with tax incentives and grants to maximize impact.

Void analytics further assessed the competitive presence of other medical providers, ensuring CPC could establish a strong presence in underserved markets.
The analysis pinpointed a Rockville location that met CPC’s criteria for ground-floor accessibility, proximity to underserved communities, and operational efficiency. Following site selection, Stream negotiated favorable lease terms and designed the space tailored to CPC’s needs. The space featured over 30 exam rooms, office space, and patient-friendly access points to optimize workflows for staff and patients. Beyond construction, Stream managed all aspects of the relocation, including permitting, construction closeout, technology integration, and logistics, ensuring a seamless consolidation process.


Results
Stream successfully consolidated three facilities into one location, reducing per-square-foot costs and enhancing operational efficiency. The project was completed within an eight-month timeline and under budget.
